0845 Numbers have been traditionally used for customer service numbers, and were known as Local Rate Numbers. These numbers were used by large organisations to give a single point of contact, and by smaller organisations to give a greater perception of size.

0845 Numbers were originally introduced by Ofcom to allow callers to pay a low fixed price per minute to call businesses and service providers. However new methods of communication such as mobile phones, and deregulation of the Telecommunications market meant that only BT was bound by the regulation to offer low cost access to 0845 numbers, and other Telephone Service providers could set their own rates to call these numbers.

0845 numbers remain in widespread use, and some mobile telephone providers are now offering 0845 numbers as a part of their included minutes bundles. The market is not unified on this approach, and calling 0845 numbers remains expensive for some callers.

To try to stabilise the market, OFCOM has since introduced 03 numbers, and the purpose of 03 numbers is so that the cost to call an 03 number must be the same as calling an 01, or 02 number (UK Landline).
